I think this is the much better approach - to provide external downloads of translation files. Two reasons:<div><br></div><div>1. As Phil said, it allows for much more agile/frequent updates to and additions of translation files</div>

Translation files represent bloat for anyone not using them.</div><div><br></div><div>What would be really cool (hi, Otto!) would be for Theme developers to have some sort of SVN-commit access for a companion repository for Theme translation files, so that the translation files could be made available through Extend, but would be separate from the Theme upload/approval process.</div>
