[theme-reviewers] Bundling Plugins

What's the official word on themes bundling plugins? The theme I'm currently
reviewing (http://themes.trac.wordpress.org/ticket/3398) is including Yoast
Breadcrumbs and Add Meta Tags as part of the download package.
