[theme-reviewers] Another Reminder to Check Theme URI

Here's another reminder of why we always have to check Theme URI. The
submitted Theme (there were actually three from the same developer)
contained no information regarding a requirement to maintain the footer
link, but the developer's website indicated that retention of the footer
credit link was a condition of use of the free Theme, that required purchase
of the "paid" version in order to remove the footer credit link.

Why do people still try to get this crap into the repository?

(I know, I know; dumb question...)
