[theme-reviewers] Theme approval on Trac

Sounds like a reasonable idea, I just added the 'suggest-approval'
resolution.  It is a little bit awkward that Trac marks it as closed,
but tickets can always be re-opened and comments are still allowed on
closed tickets.
