[theme-reviewers] Previously approved themes

When I look at updates to previously approved themes I generate a diff
between versions first.  In many cases the diff is small and simple
enough to just look at that and call it good.  If the diff is huge, or
hard to follow then I end up having to give the new version a another
run.

My thought was to have the upload process generate diff (if there was
a previous version of the theme) and attach it to the ticket so
everyone can see what it looks like.  This is a bit more involved to
make work, but likely worth it.
