[theme-reviewers] Goals and Process - Wiki page

Hi all,

I have started a Wiki page about the theme review process - 
http://codex.wordpress.org/Theme_Review.  I have tried to sum up the 
basics of the process, as I have been watching this list.  If others 
could take a look at it, and provide feedback/ideas, and let me know if 
the general direction seems right (and if there are concerns), that 
would be great!
