[theme-reviewers] Review delays and theme updates

Most of the sorting for tickets has been doing via date.  Though I
think if you mention to the list that you found issues before a review
was done and you did an update then one of the community reviewers
could take a look.

On a related note, we are always looking for more people to join the
theme reviewer community.  Jumping in to help with reviews not only
helps speed up the process, it is a great way to learn more about the
ins and outs of WordPress theme development.
