[theme-reviewers] Child Themes

As Simon mentioned, right now the theme directory doesn't directly
support child themes.

Now that we've got more help doing theme reviews this seems like a
good time to re-visit the issue.  I can look at adjusting the upload
code to detect child themes and adjust the automated checks.  System
created tickets should also get a 'child-theme' keyword.
