Changed wording to:
Theme must replace all deprecated functions including the following:
instead of just replace the following etc.. We're thinking about removing the wordpress release # and features that were released it from the codex page because it's really something that can be checked with the WP_DEBUG displays for deprecated and the features added are already on the codex.wordpress.org/Version_2.9 type pages. We're talking about focusing solely on the the theme review process and can reference links to the other needed information that is already available on other codex pages.

One other change (reversion) I would recommend: leave the deprecated calls listed with the WordPress version release at which the calls were deprecated. I think the information is much more useful listed in such way.

Changed: Version information shows what features were released with required implementation date.
Changed: Hooks and Template tags to denote a bulk of what is must, should and other optionals instead of separating them by individual files so it would be in a checklist type appearing.
* Still needs to be updated to fix all the <tt>'s adjusting them where appropriate and implement proper codex links. I'm not the best with wikicode.
