[wp-hackers] The menu-system in wp 1.3

I just committed the latest forays into pluggable admin pages.  We 
decided to provide a bootstrap for the plugin files so that you don't 
have to worry about paths or about setting up the header and footer.  
Attached is a sample plugin that also acts as its own admin page.  This 
is still evolving.
