Has anyone considered adding a display of an official RSS feed inside 
the WP admin panel with announcements such as these?  I know someone had 
mentioned something similar before, but I don't know if anything had 
come of it.

It could display the dev blog RSS output, maybe.  It might help casual 
users notice serious issues, even if it wouldn't have been useful for 
this particular one.
