 This is not unique to Twenty Twenty-Three; the same happens in Twenty
 Twenty-Two.

 The
 [https://github.com/WordPress/gutenberg/blob/53d02265578c3373e3d8fd0051ea2ae2c102aa21/packages
 /block-library/src/pullquote/style.scss#L1-L2 default styles for the
 Pullquote block] include `padding: 3em 0`. Increasing the font size can
 make a lot of padding.

 The theme probably could create its own value, but I think this report
 belongs on the [https://github.com/WordPress/gutenberg/issues/new/choose
 Gutenberg repository] for any theme to have more reasonable padding with
 large font sizes.
