 Once 6.3 is live, do we stop looking at 5.6 just like we ignore numbers
 where PHP < 5.6? If we include 5.2 at 0.25%, 5.3 at 0.61%, 5.4 at 0.53%,
 5.5 at 0.43% we would be unable to move to a PHP 7.0 minimum for a while
 since PHP versions 5.2 - 5.6 have a 5.88% market share. Assuming it is
 ignored, that opens us to easily set the minimum PHP version of 7.2 in WP
 6.4, and we probably want to have that info published.
