[wp-hackers] Proposal: standardize plugin-data path

I was just about to note that. The uploads directly is widely known to  
be a data storage area. I do a lot of rsync maintenance for remote  
WordPress sites, so uploads/your_plugin_name is definitely very  
appropriate. I think that WP E-Commerce uses the uploads directory for  
one example.
