[wp-hackers] Proposal: standardize plugin-data path

Seems to me that the safest place to do this would be
wp_upload_dir().'/your_plugin_name' . The upload directory doesn't
have to be limited to uploaded files. The tinyMCE stuff already puts
it's cached JS files there too.
