[wp-hackers] Improving Plugin (and Theme) metadata

I just tested it.  In Poedit, the strings are _not_ automatically  
imported.

It's not hard to add them manually to an existing .po file, but it is  
an extra step and kind of a pain to maintain....  Dang it.

...But no less a pain than maintaining a second copy of every thing  
in a special metadata file.
