[theme-reviewers] Completed review questions

If you want to continue the review process, you should not *close* the
ticket (by resolving as "not-approved"), but instead keep the ticket
*open*. As long as the ticket remains open, when the developer uploads a
revision via the uploader, that revision will be appended to the open
ticket. But if the ticket has been closed, then the uploader generates a
new ticket.
