[theme-reviewers] "responsive" themes

Sure, by definition it's responsive, but if it can't even respond to
<480px, users will be extremely disappointed. A note in the readme wouldn't
be enough imo. I think in order for it to be referred to as 'responsive',
it must be responsive to pretty much all sizes.
