[theme-reviewers] "responsive" themes

What are reviewers' thoughts on testing themes claiming to be responsive?

I know we don't have any official guidelines, nor a tag for it in the repo.
But I'm looking at a theme whose menus and sidebar fall apart at 480px -
certainly not what a user would be expecting from a responsive theme.

Maybe a RECOMMEND to correct, and a REQUIRE in readme to note where it
breaks?
