Comment:

 I attempted to apply the latest patch against `trunk`
 (7.0-alpha-61215-src).

 The patch did not apply cleanly. Several hunks failed in JS and login-
 related files, and parts of the patch appear to be already applied or
 conflicting with current core.

 Given the age of the patch and the amount of changes in login UI, CSS, and
 related JS since then, the patch appears to be outdated.

 Since the patch cannot currently be tested, I have removed the `needs-
 testing` keyword and added `needs-refresh`.
