Comment:

 I attempted to test the latest attached patch using:

 {{{
 npm run grunt patch:42599
 }}}

 The patch did not apply cleanly against current `trunk`.

 The following file had failed hunks:

  * `wp-admin/css/forms.css`

 A reject file was generated:

  * `wp-admin/css/forms.css.rej`

 Given the age of this ticket and the amount of UI and CSS changes in core
 since the patch was created, the patch is likely outdated and needs to be
 refreshed against current `trunk` before meaningful testing can be
 performed.

 Since the patch cannot currently be tested against `trunk`, I have removed
 the `needs-testing` keyword.

 The issue still appears to exist in current WordPress, so marking as
 `needs-refresh`.
