 === Steps taken
 1. Add an animated GIF image to media
 2. Confirm that it's animating before resize
 3. Select the image in Media
 4. Click Edit Image and then click Scale
 5. Change sizes to a smaller size (E.g. 250x250 to 200x200) and click
 Scale
 6. Click the resized image in the Media
 7. Confirm that it's not animating any more
 8. Apply the patch and do the scale edit on the image. Check if it fixes.
 9. ❌ Patch is failing.

 === Expected result
 - We are expecting to see the animated GIF image stays animated after
 resizing.

 === Support Content
 - I can confirm that my WordPress installation has Imagick library
 available.
