 I won't pretend that this is easy to review.

 I'm concerned about the fix waiting longer than 6.9.1, however, because
 the longer sites have a different CSS cascade then the more likely that
 this fix will end up breaking new sites built specifically on 6.9 when the
 CSS cascade is reverted to the original order.
