 This ticket was featured in today's 6.9.1 Bug SCrub.

 6.9.1 RC is approaching, but from what I can see, the code changes are
 quite complex and require more time for review. What do you all think?

 Fortunately, there is also [https://wordpress.org/plugins/load-combined-
 core-block-assets/ the Load Combined Core Block Assets plugin] available
 to fix this issue.
