Comment:

 I attempted to apply the latest patch (43880.3.diff) against current trunk
 (7.0-alpha-61215-src).

 The patch does not apply cleanly:

 - tests/phpunit/tests/functions/anonymization.php (.rej created)

 Because the patch fails to apply, the changes cannot be tested at this
 time. The patch appears outdated and needs to be refreshed to match
 current trunk before further testing.

 Removing `needs-testing` and adding `needs-refresh`.
