Comment:

 I attempted to apply the linked PR patch (https://github.com/WordPress
 /wordpress-develop/pull/1550) against current trunk (7.0-alpha-61215-src),
 but it does not apply cleanly.

 Multiple hunks failed in several files, including:
 - src/wp-admin/includes/class-wp-ms-users-list-table.php
 - src/wp-admin/includes/class-wp-users-list-table.php
 - src/wp-admin/user-edit.php
 - src/wp-includes/author-template.php
 - src/wp-includes/user.php

 There was also a “misordered hunks” error during patching.

 Because the patch cannot be applied, testing is currently not possible.
 Keeping `needs-testing` does not make sense until the patch is refreshed.

 Removing `needs-testing` and adding `needs-refresh`.
