Comment:

 When I try to apply the patch https://github.com/WordPress/wordpress-
 develop/pull/3515/ against the latest `trunk` (7.0-alpha-61215-src) the
 following reject file is generated.

 controller.php'
 2 out of 5 hunks failed--saving rejects to 'src/wp-includes/rest-
 api/endpoints/class-wp-rest-plugins-controller.php.rej'
 }}}

 As the current patch can not be successfully applied agains the latest
 `trunk` I'm removing the `needs-testing` and adding `needs-refresh`.
