Comment:

 I attempted to apply the latest patch (43437.diff) against trunk
 (7.0-alpha), but it does not apply cleanly.

 The following file had conflicts:

 - wp-admin/user-edit.php (.rej created)

 Since the patch cannot be applied, it cannot be tested on current trunk.
 Because of this, keeping the `needs-testing` keyword is not meaningful at
 this stage.

 Removing `needs-testing` and keeping `needs-refresh` so the patch can be
 updated/rebased first. Once refreshed, it can be properly tested again.
