Comment:

 Given the amount of code being handled in this report, a `needs-refresh`
 is required

 Also it needs some test info. There are some unit tests, but can we
 provide [https://make.wordpress.org/test/2025/05/15/building-the-testing-
 use-case/#back-end-enhancements-and-new-features a Testing Use Case], so
 testers could play more easily with this in the front end?
