 This is strange because if the problem goes away when you re-save the
 post, that must mean that something changed in the HTML.

 Unfortunately this does not appear to be valid HTML. I tried adding the
 missing `<` to the beginning, but in both WordPress 6.7 and 6.8 it is not
 valid block HTML.
