 The reason this is difficult to reproduce is that if you edit and re-save
 the post after updating to WP 6.8, the Cover block HTML is updated to the
 latest one, and the issue goes away. That means the offending block HTML
 is no longer in the  content.

 Ideally we'd need a block HTML that is actually causing the issue on the
 front end, one that has not been updated yet. Or we need an exact setup of
 how the Cover block that caused the problem was created.
