Comment:

 I'm calling this 'invalid' because the headings should not inherit font
 size from a parent block, as I already stated on #60667 for the Cover
 block.

 When the heading's selected font size does not fit with the rest of the
 block, you must edit the font size setting on the Heading block instead.
