 I think a new option can have a good default and still be backwards
 compatible:

 1. Add the new option
 2. When the option is empty/unset, have it mean "use the admin address"
 3. The upgrade procedure sets the new option to wordpress@$SITE_NAME
 4. New installs leave the option empty

 With that, new installs will do something smarter (use the admin address)
 while old installs retain the existing behavior. And in either case you
 can change it to suit your setup.

 Mail hooks etc. are good workarounds for people who know what the problem
 is, but TBH we just patch wordpress. I reported this because there are a
 lot of people out there who know nothing about email except that they
 don't get certain messages from their hosted WP installations. Using the
 admin address isn't perfect, but it's a lot more likely to work because,
 if the admin address doesn't work at all, someone is likely to notice.
