 I like for example how WP Mail keeps informing about Mail problems. I
 definitely think that something like this could be somewhat replicated as
 a Health Check

 The thing with Mail is that as I said its not a trivial aspect of WP like
 for example, publishing a post. Some technical knowledge is required. But
 I agree that not much information is provided on such technical knowledge.
 I will try to see if we can better sort this out.
