 Ok but theres a lot of places where full white is used as a background
 color in the WordPress admin. In the Editor(s) of course, but also in Site
 Health or Privacy screens… that's also the case on WordPress.org websites,
 on this Trac tool and on a lot of fully accessibility compliant websites…
 and I'm not aware of any accessibility compliance issue with full white
 backgrounds, and it's not on the Accessibility Team's recommandations (or
 on `accessibility-ready` themes guidelines for instance).

 If white background shouldn't be used at all, we should probably make a
 wider statement on the whole ecosystem rather than just avoiding it on WP
 Admin screens except for Gutenberg :)
