Comment (by dmsnell):

For those proposing the configuration option, what do you propose in the
 following situation:

  - a site admin sets an address for the ever-confusing Return-Path
  - a host set `-f` in the `sendmail_path`

In this situation, isn’t it the case that the hosts are still overriding
the address but the site owner is now confused why the value they entered
is not respected? If WordPress were to try and prefer the site admin’s
choice, wouldn’t we be back here where this thread is discussing the fact
that hosts want to override site choices to protect their IP reputations?

one thing I think I keep hearing is that hosts want control over this
address and want that outside of WordPress. wouldn’t a configuration in
`wp-admin` be tantamount to a plugin, in that hosts would still require
site owners to make the changes themselves?

and how should discrepancy by indicated in the site config when `-f` is
provided in `sendmail_path`? in a sense this same problem exists now with
a plugin, but on the other hand the plugin is the result of a deliberate
choice to set a specific value, and different plugins can choose different
 resolutions.

again, I’m not posturing for or arguing any solutions — just gathering
 inputs.
