 Thanks for the quick reply and context @jrf

 Gutenberg does have `WP_RUN_CORE_TESTS` set to true in the phpunit
 bootstrap.php. If, after testing, any more info arises that's pertinent to
 this ticket I'll update, but it sounds like the fix is plugin-specific.
