 Sorry but I think this is a blocker for WP 6.6. Seems the current code was
 committed with only a partial review in [57868]. It was supposed to fix a
 possible infinite loop according to the Trac ticket #60652, but actually
 included a seemingly intentional change/refactoring of the WP Uploads API.
 That API change was never tested or reviewed.

 As far as I understand code that has not been reviewed should not be
 committed to WP, ever. As this was already committed, the only option left
 is to be reviewed "after the fact". Imho this has to be resolved, one way
 or the other.
