Comment:

 This is ticket is for a bug report. [attachment:"44958.diff"] is a bugfix.

 However, the current direction with [https://github.com/WordPress
 /wordpress-develop/pull/5466 this PR] is an enhancement which may also
 resolve the bug.

 In discussing during today's bug scrub, @davidbaumwald suggested creating
 a new ticket for the enhancement and moving PR 5466 to that new ticket.
 @dmsnell want to open a new Trac ticket for the enhancement scope of work?
