Comment:

 I think the current approach needs adjustment and is not yet ready.

 Why?

 Found bbPress, a well-known plugin with a long history, does not work with
 it.

 For plugins that hook into `load-plugins.php` to do their redirect:

 * [https://github.com/WordPress/wordpress-develop/pull/6732 The current
 approach] causes a worse user experience. When it happens, it'll confuse
 not only users, but also anyone debugging / triaging it (extenders,
 support teams, contributors, etc).
 * These plugins work with 6.5.4 and < 6.5.0.

 Plus, in the back of my mind, what other implementations may not work with
 it?
