 Why is this ticket considered a bugfix?

 The goal (has been and still) is to keep the user on the Add Plugins UI
 after activating a plugin without auto-redirect (meaning the plugin does
 not contain code to redirect users to its onboarding / getting started /
 configuration experience).

 [58250] redirected users back to the Plugins > Installed Plugins table
 listing page. This change was made intentionally to restore pre-6.5
 behavior. The decision was made to do this ticket's fix in a major to gain
 the benefits of a beta/RC cycles for feedback just in case there are
 unknown impacts.
