 Are you proposing to allow multiple blogs to share users, roles, and
 capabilities in WordPress? Although there are constants for unifying user
 and usermeta tables, roles and capabilities are still maintained
 separately, even if the user/usermeta tables are changed. Your patch aims
 to address this by enabling simple global sharing of users, roles, and
 capabilities for those who prefer not to have per-blog roles/caps.
