 Should we correct relative links in the WYSIWYG link popup to prevent
 common errors where users forget to include "http://" or "/" at the
 beginning of the link? One suggested fix is to automatically preface the
 link with "http://" when closing the link popup if it doesn't already
 start with "http://" or "/". Alternatively, we could prepopulate the link
 popup input form with "http://" similar to what is done in the links
 manager.
