 As pointed out by @nacin, this is
 [https://core.trac.wordpress.org/ticket/23221#comment:33 functioning as
 designed].  It's also been many years now with little advocacy or work
 towards a solution which makes me think that at this point it is
 absolutely a feature worth keeping and this should be closed as
 `worksforme`. Before closing, I'll give some time to anyone who wants to
 advocate a different direction.
