 You are using an older version of WordPress or the button is too hard to
 find. Clicking on both "Add New" and "Add New Theme" buttons takes me to
 the Add Theme page. Add New is easy for a developer to understand but for
 an average user picking up WordPress for the first time, it is not
 descriptive. They don't know what it means. The biggest complaint about
 WordPress is it is hard to use.

 I am just giving my suggestions on how to make it easier for a beginner.
 One way to do so is to use proper UX design practices and clearly define
 the action you want the user to take. If "Add New" blanketly is used in
 several parts of the UI each of these should be changed to better express
 the action the user should take. There should not be a blanket "Add New"
 term for everything in the UI.
