 I might be missing something, but the Add Themes screen does include a
 section for uploading a theme, see [attachment:55878.upload-theme.png], so
 "Add New" seems accurate. It is also consistent with all the other "Add
 New" links for various WordPress entities and data types across the admin,
 see comment:1:ticket:55875.
