Comment:

 This is also true of categories:the Bulk Edit UI lets us add categories
 but not remove them. In fact, it doesn't show which categories are even
 already applied.

 Quick edit, on a single post, shows the applied categories and lets us
 uncheck the boxes, but that goes away once we're in bulk mode.

 So this is part of a broader UI discussion and needs to go to a future
 release.
