 I don't think the intention here is to simply remove all the quotes.

 The can remain as-is for any developer notices(i.e. WP_Errors, etc.) and
 email subjects, but any strings shows to users should use the relevant
 curly-quote entity(i.e. `“` and `”`).

 Marking this for as `needs-refresh` so that the patch can be adjusted a
 bit.
