 I'm going to re-close this as `wontfix`.

 The comment above is really my main apprehension about this. But I also
 agree that notifications overall should be refactored should this be
 changed.

 There is a contributor group and feature project exploring this (see
 [https://github.com/WordPress/wp-feature-notifications GitHub] and
 [https://make.wordpress.org/core/tag/feature-notifications/ Making
 WordPress Core posts]). If you feel strongly about this, I suggest
 becoming involved with that group and helping to push that initiative
 forward.

 I also did a quick search of the plugin directory and only found a couple
 of plugins addressing this problem with very few active installs:
 - [https://wordpress.org/plugins/multiple-admin-email-addresses/ Multiple
 Admin Email Addresses] (2k+ installs).
 - [https://wordpress.org/plugins/brozzme-multiple-admin-emails/ Brozzme
 Multiple Admin Emails] (200+ installs)
 - [https://wordpress.org/plugins/wc-multiple-email-recipients/ WC Multiple
 Email Recipients] (6k+ installs) - more WooCommerce focused, but seems to
 be in the same wavelength.

 The lack of activity on this ticket over the last 7 years and the low
 number of installs for these plugins is not a strong argument for making
 this specific change.
