Comment:

 Hmm, this bug was not introduced in 5.9.0 but as @peterwilsoncc notes it
 `was brought to light by the indirect use of transients in some
 circumstances by wp_is_block_theme().`

 I reviewed and LGTM! But will the final decision about the backport to
 @audrasjb for 5.9.1 inclusion.
